Israel bashers, let's talk about proportion


Op-ed: UN gave its full support to forces operating on its behalf, despite mass killing of civilians. So where do anti-Israel activists get the chutzpah to talk about 'genocide' and 'war crimes'?

Proportion, we are told. Proportion. So let's talk about proportion. Forget about Dresden, where the Allies' bombings left tens of thousands of people dead within three days. About 10,000 dead a day. Let's take a look at a slightly closer little war.


It was a war waged only through airstrikes. And in a war as in a war, innocent people were killed too. In fact, mostly innocent people. On April 14, 70 refugees were killed while seeking shelter in the village of Korisa. On May 30, a retirement home was bombed. Twenty elderly men and women paid with their lives. It’s unclear what their sin was. That same day, 11 people were killed in a train bombing. A hospital was bombed too, three people were killed, and one stray bomb even reached the capital of the neighboring country.

It didn't happen in Fallujah or in Chechnya. It happened in Belgrade, in central Europe, in the 1999 NATO bombings. About 500 fighters were killed, alongside a much bigger number, 1,500 according to an American general, of innocent civilians, including quite a few children. The Serbs themselves said the death toll had reached more than 5,000.



There were no mass protests in European cities against NATO at the time, but there was criticism. Amnesty Intrnational even accused NATO of committing war crimes. So it did.



NATO's planes, let me remind you, were not forced to deal with rockets fired at London or Paris from civilian population centers. The bombed entity did not threaten to destroy Germany or Holland. The official television channel in that entity did not call for the annihilation of the European, "to the very last one of them."



Among the NATO forces, it should be mentioned, there were zero casualties. Were you looking for proportion? Well, NATO has shown it to us.



It happened before that in Somalia too. The United Nations sent special forces to Mogadishu. Hundreds of civilians were turned, willingly or forcibly, into a human shield for the reign of terror which took over the country. The result was mass and indiscriminate killing of innocent civilians.



They had excuses. NATO Spokesman Jamie Shea explained the mass killing of innocent people by saying that "there is always a cost to defeat an evil. It never comes free, unfortunately. But the cost of failure to defeat a great evil is far higher."



David Stockwell, the chief spokesperson for the UN forces in Somalia, explained: "There are no sidelines or spectator seats – the people on the ground are considered combatants." The UN gave its full support to the forces operating on its behalf, despite the mass killing of civilians.



So where, we should ask the anti-Israel campaign activists, do you get the chutzpah to talk about "genocide," about "war crimes" and about proportion.



The two-edged sword

"Each and every missile launched from Gaza against Israel constitutes a crime against humanity, whether it hits or misses," Ibrahim Khraishi, the Palestinian Authority's representative at the UN Human Rights Council, said in an interview to the PA television.







Khraishi has not become a Zionist. He has complaints against Israel. He knows that the council he sits in has an automatic majority against Israel, and that if the Palestinians were to suggest that the council condemn Israel for spreading malaria in Africa, that proposal would be accepted.



But he was referring to a body which is supposed to a bit more serious: The International Criminal Court (ICC) in the Hague. The idea to sue Israel there is raised every now and then. Khraishi tried to explain to the instigators that it’s a double-edged sword. The Palestinians have a unity government. Every crime committed by Hamas is a crime committed by the Palestinian Authority. They share mutual responsibility.










Khraishi added that "many of our people in Gaza appeared on TV and said that the Israelis warned them to evacuate their homes before the bombardment. In such a case, if someone is killed, the law considers it a mistake rather than an intentional killing." He added that the Palestinians did not warn anyone about where the missiles launched from their side were about to fall, and so it was considered a crime according to international law.



Therefore, you should stop being so enthusiastic about appealing to the ICC, he told the Palestinians. Someone should say that to some Israelis as well.

The UN agency for Palestinian Arab “refugees,” UNRWA, has caused outrage by apparently giving rockets to Hamas.

On Thursday, UNRWA confirmed that 20 rockets had been found in one of its vacant schools in Gaza.

UNRWA staff said last week that they had “informed the relevant parties and successfully took all necessary measures for the removal of the objects.”

However, Channel 2 reports Sunday that - rather than destroying the rockets - UNRWA workers called Hamas to come remove them.

Hamas has fired over 1,500 rockets at Israeli population centers over the past two weeks. Any new rockets would presumably be used in similar attacks.

UNRWA Refuses to Provide Pictures

While UNRWA confirmed the existence of rockets in one of its schools last week, the organization refused an Israeli request to provide a picture of the weapons. A picture could have helped Israel show that Hamas uses civilian institutions to store weapons and launch attacks.

Hamas has openly used human shields in its latest conflict with Israel. The terrorist group issued a statement Thursday urging Gaza residents to ignore IDF warnings to evacuate their homes.

Earlier, Hamas gathered civilians to stand on the roof of a senior terrorist’s home in order to deter an IDF strike.

A senior Hamas officials last week boasted of using Gaza’s civilian population as a human shield, and confirmed that his movement is “leading our people to death.”

“The resistance (i.e., Hamas) is truly glorifying our people and our nation,” Hamas spokesman Sami Abu Zuhri told Al Aqsa TV last Monday.

He went on to belittle those Palestinians who complain of the high death toll in Gaza: “We are paying a price, but we remember our brothers in Algeria… In 1945, in a single day in Algeria, 45,000 Algerians died. In a single day. It wasn’t described in Algeria’s history as forsaking the blood of the Algerians, as some defeatists are describing today the number of Martyrs [in Gaza] as ‘trading with Palestinian blood and forsaking Palestinian blood.’”

In conclusion, Abu Zuhri made what some described as a Freudian slip, stating that “we are not leading our people to execution as we stand by and look on. No. We are leading them to death - I mean, to confrontation.”



In another interview, Abu Zuhri boasted over how effective the use of human shields had been in Gaza.

Civilian Deaths in Gaza
Hamas’ dead baby strategy works because the media facilitates it.


The media loves to count the dead bodies on each side of a conflict. It’s much easier to count that to explain. Hamas knows this. That’s why they employ what has come to be known as “the dead baby strategy”.

Hamas’ strategy since Israel left Gaza in 2005 has been exactly the same. The media response has been exactly the same. And Hamas will continue to employ a strategy that causes many Palestinian civilians to die as long as the media keeps up its thoughtless body count.

Here’s the way it works: Hamas deliberately fires its rockets from densely populated civilian areas, using hospitals, disability centers, mosques and schools as launching sites. This puts Israel to the tragic choice of either allowing the rockets to endanger its civilians or to destroy the rocket launchers, thereby risking civilian casualties among Hamas’ human shields. Often Israel chooses to forgo attacking military targets, so as not to put Palestinian civilians at risk. Sometimes it has no choice, because the rocket fire against its civilians is persistent. Palestinian civilians are killed despite Israel’s best efforts precisely because Hamas wants civilians to be killed, especially if these civilians are children, women or the elderly. Hamas stands ready to parade these human shields in front of the media which is eager to show the dead and count the bodies.

Hamas could easily reduce the death and injury toll among its civilians by simply allowing them to go underground into tunnels and shelters which abound throughout Gaza. But Hamas has a deliberate policy of refusing to allow civilians to enter the tunnels or shelters. They reserve these places of refuge for their fighters and commanders, which explains why so few Hamas fighters have been killed. If Hamas were to reverse its policy and allow civilians into the shelters while requiring its fighters to stay above ground, the ratio of civilians to fighters killed would dramatically change. That is why in each of the wars between Hamas and Israel there have been more Palestinian than Israeli civilian deaths and injuries. It is part of Hamas’ dead baby strategy and it works, because the media facilitates it.

The media also emphasizes the fact that thus far no Israelis have been killed by Hamas rocket fire. Indeed some media and international organizations seem implicitly to be condemning Israel for protecting the lives of its own citizens, by repeatedly pointing out there has been only one fatality, while Palestinian deaths have reached over 200. The reason there has been only one Israeli death so far is because Israel spends hundreds of millions of dollars trying to protect its civilians, while Hamas spends its resources deliberately exposing its civilians to the risks of Israeli counterattacks. Israel has built shelters all throughout the country and has spent a fortune on the Iron Dome system. The results have been impressive, though many Israelis suffer from trauma, shock and the inevitable long term consequences of being exposed to constant rocket fire.

How many times have you heard, seen or read the body counts: nearly 200 Palestinians dead, no Israelis dead. This is usually accompanied by an accusation that Israel is violating the international law requirement of “proportionality.” This is a misuse of the term, which has a precise meaning in international law that reflects a broader morality. Under international law, a nation has the right to attack military targets. Period! It doesn’t matter whether the rockets coming from these launchers have as yet succeeded in their task of killing civilians. There can be no doubt under international law that rocket launchers, and the fighters who employ them are legitimate military targets. Israel is therefore entitled to attack these targets, even if no Israeli civilians have been killed, so long as it can do so without causing disproportionate civilian casualties.

This rule was not addressed to an enemy that deliberately uses human shields to protect its military targets and combatants against legitimate attacks. Proportionality is not judged by the number of civilians actually killed by Hamas rockets, but rather by the risks posed to Israelis. These risks have been diminished, but not eliminated by the Iron Dome system. They have also been considerably diminished by Israel’s counterattacks on the missile launchers and those who employ them. Without these counterattacks, it is highly likely that more Hamas missiles would have made it through the Iron Dome system which has been approximately 85% effective. Israel has every right under the rules of proportionality to attack these military targets, so long as they take reasonable efforts to reduce civilian casualties. They have done so by leafleting, by calling, and by other methods of warning civilians to leave target areas. Hamas leaders, on the other hand, have urged, and sometimes compelled, their civilians to remain in harm’s way as human shields.

The media, by emphasizing the comparative body counts without providing the reasons for the disparity, play into the hands of Hamas, and encourage that terrorist organization, to continue to pursue its dead baby strategy. So the next time those in the media promote a body count without explanation, they should point a finger at themselves for contributing to this deadly count.

Hamas issues media guidelines for coverage of Gaza conflict

The Middle East Media Research Institute (MEMRI) posted translations of guidelines issued to supporters of the Islamist terror militia Hamas which rules the Gaza Strip on social media. They include such directives as: "Anyone killed or martyred is to be called a civilian from Gaza or Palestine, before we talk about his status in jihad or his military rank. Don't forget to always add 'innocent civilian' or 'innocent citizen' in your description of those killed in Israeli attacks on Gaza." Another stated: "Avoid publishing pictures of rockets fired into Israel from [Gaza] city centers. This [would] provide a pretext for attacking residential areas in the Gaza Strip. Do not publish or share photos or video clips showing rocket launching sites or the movement of resistance [forces] in Gaza.

"When speaking to the West, you must use political, rational, and persuasive discourse, and avoid emotional discourse aimed at begging for sympathy." Also, "Avoid entering into a political argument with a Westerner aimed at convincing him that the Holocaust is a lie and deceit; instead, equate it with Israel's crimes against Palestinian civilians."

Anecdotal evidence suggests that the Qatar-owned Al Jazeera media company has read an internalized these guidelines, as reporting on the conflict by Al-Jazeera has been highly supportive of the Hamas-promoted narrative.

Hamas, the Palestinian Authority and Palestinian apologists around the world have been screaming “massacre” over the ongoing Israel-Hamas war in and around Gaza.

Armed with only vague numbers, the Jewish state’s detractors insist that the disproportionate number of deaths in Gaza compared to Israeli fatalities is evidence that “the Zionists” are indiscriminately killing Palestinian civilians.

The noise has reached Western halls of power, and leaders are demanding an immediate ceasefire seemingly based on casualty figures alone, while all but ignoring the reasons for and objectives of the war.

But Al Jazeera, the global Arab news network that has thrown in its lot with Hamas, has been publishing a running tally of those killed in the Gaza Strip that would suggest misinformation is behind the charges against Israel.

The data includes names and ages for most of the deceased, and an analysis of this information by enterprising Israeli blog Israellycool reveals something quite interesting: the vast majority of Gaza’s fatalities over the past two weeks have been males of fighting age.



According to the list published by Al Jazeera, 81.9 percent of the Gazans killed in the war have been males, which already blows out of the water assertions of an overwhelming number of dead women and children.

The number of children killed stands at around 18 percent of the total, which Israellycool noted is quite interesting, given that census figures put the number of Gazans under the age of 14 at 50 percent of the population.

Among the male casualties, more than 70 percent were between the ages of 18–48. While it is impossible to know how many of those were actual gun-toting terrorists, the high number of men killed within this age range would suggest many of them were targeted by Israel, and for a reason.

All speculation aside, this data demonstrates the genuine nature of Israel’s claims to be going out of its way to avoid casualties among innocent civilians in Gaza. The numbers are simply too skewed toward men of fighting age to reasonably conclude that Israel is indiscriminately bombing Gaza, let alone purposely targeting women and children.

Unfortunately, this will all be lost on those who have pre-determined that Israel is in the wrong. Hamas knows this audience well, and knows just how to play to it. The Hamas Interior Ministry last week instructed its people that when taking to Facebook and other social media, they should use only the words “innocent civilians” to describe anyone killed in Gaza.

Predisposed to hostility toward Israel, apologists around the globe have been eating up that message, with nary a concern for the facts.

ECI calls on EU Foreign Ministers to condemn Hamas´ use of human shields in Gaza and escalation of anti-semitic violence in Europe


Sarcelles Paris riotBrussels, July 22nd, 2014 – As the Israeli defense operation Protective Edge reached its third week, the European Coalition for Israel released a statement on Tuesday. It asks the European Union clearly to condemn the war crimes of Hamas which is locating its terrorist infrastructure in the middle of the civilian population in Gaza, thus maximizing the number of civilian casualties as the Israeli Defence Force continues to take out military targets which threaten Israel.
Hamas is clearly violating international law, in particular Article 58 of the Additional Protocol 1 of the Geneva Convention, which prohibits locating legitimate military targets ”within or near densely populated areas”.

’As international media reports daily on casualties in Gaza, it too has an obligation to point out these obvious war crimes by Hamas, instead of placing the blame solely on Israel’, Tomas Sandell said. ECI notes that a growing number of world leaders have reiterated their support for Israel’s right to defend herself against Hamas rocket attacks, while at the same time calling for a ceasefire.

’It is important that these same world leaders clearly condemn Hamas’ use of human shields in order to put the record straight as to why there is such a high number of civil casualties in the Israeli ground operation in Gaza’, Sandell said.

Innocent lives must be spared at all costs and the world can no longer remain silent while Hamas prevents its civilian population from evacuating from targeted neighbourhoods. This clearly violates article 51(7) of the Additional Protocol of the Geneva Convention.

ECI also raises its serious concerns over the growing radicalisation of anti-Israeli demonstrations across Europe, where Jewish targets are being singled out and attacked.
Violent attacks on Jewish properties and synagogues cannot be tolerated in Europe in 2014. We commend the French Government for taking a clear stand against the recent violent attacks on two Synagogues in the Paris suburb of Sarcelles where three Jewish shops were also burned and pillaged. ECI calls upon the Foreign Ministers of the European Union immediately to raise this urgent issue at their top level meeting in Brussels on Tuesday.

In Paris last weekend, Prime Minister Manuel Valls warned that France faces a new form of anti-semitism, fomented by the hard left and by political activists like the comedian Dieudonné, who blame the ”Jews” for all the world´s ills.

French Interior Minister, Bernard Cazeneuve said ”When you menace synagogues and when you burn a grocery because it is Jewish-owned, you are committing anti-semitic acts. Nothing can justify such violence.”

’A Europe where Jews can no longer feel safe and secure is a failure of the European vision of Adenauer, Monet and Schuman’, Sandell concluded. ’We therefore urge the leaders of the European Union to take immediate action.’

Wounded soldiers have given shocking testimony regarding Hamas’ use of young children as human shields.

Parents of wounded soldiers spoke to Kol Yisrael on Tuesday and shared some of the disturbing stories they had heard from their sons. They said soldiers have repeatedly seen young children in Sheijaya, Gaza, be sent out into the streets with guns to try to attack IDF troops.

One parent reported that terrorists had run at IDF soldiers with a gun in one hand and a baby in the other, apparently in hopes that the soldiers would see the child and hold their fire. If soldiers fired, the parent added, the child’s death could be used as propaganda against Israel.

“They’re continuing the same trick of using children as human shields, just as they did in Operation Cast Lead,” one father said. Women are used as human shields as well, he added.

He expressed frustration at figures on the Israeli far-left who have accused IDF soldiers of committing war crimes. Israel’s soldiers do everything they can to avoid hurting innocent people, he said.

The parents’ testimony joins previous evidence of similar crimes, including reports from UNRWA that a school building was used to store rockets, and a video showing terrorists using an ambulance to escape the site of an attack.

Hamas has openly boasted about the "success" of its strategy of using civilians as human shields during Operation Protective Edge.
